Surveyor General to be informed that in accordance with Sir Michael Hicks Beach's despatch No. 1098 of the 14th of September, 1878, officers of the Survey Department in this Colony are not allowed to engage in work for private friends either gratuitously or otherwise, nor in private practice.
Mr Brown informs me that Mr Boulton, who has joined the Public Service only recently, was unaware of this Rule, and at the request of Mr. Boulton I forward copy of a letter in which he asks that under the circumstances he be allowed to accept an honorarium, which his Chinese friends desire to offer him.
Enclosure dated 11th Septbr. 1890.
I have the honour to be,
My Lord,
Your Lordship's Most Obedient Humble Servant,
I. Fleming
